Use of State Property for Government Purposes
The use of state property for government purposes refers to allowing ministries, bureaus, departments, local administrative organizations, state agencies, or other state organizations to utilize state property as government offices or facilities. Examples include the establishment of government centers, provincial halls, schools, hospitals, district offices, police stations, and military facilities.
When any government agency wishes to use state property, it can request the use of such property from the Treasury Department. This practice helps save public budget funds that would otherwise be spent on land acquisition.
The procedure for requesting the use of state property is as follows:

For state property in Bangkok, notify and reach an agreement with the Treasury Department.
For state property in other provinces, submit the request to the provincial governor. Upon receiving approval, reach an agreement with the Treasury Department.
The Treasury Department will consider and authorize the use of state property for government purposes as necessary and appropriate within 30 days from the date of receipt of the request. This period may be extended, if justified, but not exceeding 90 days. If any issue arises during the review, the State Property Committee will adjudicate.
If the requested state property is already occupied or in use by another government agency, an agreement must be reached with the occupying agency, and the request must be submitted along with a written consent from the occupying agency.
When constructing a building on state property, the agency must notify the Treasury Department or the regional office of the Treasury Department responsible for the registration of the state property, using the forms prescribed by the Treasury Department, within 30 days from the date of completion of construction to register the building as state property.
