Use Management of State Property

The use of state property for government purposes refers to allowing ministries, bureaus, departments, local administrative organizations, state agencies, or other state organizations to utilize state property for government facilities. Examples include government centers, provincial halls, schools, hospitals, district offices, police stations, and military installations.
When a government agency wishes to use state property, it can request permission from the Treasury Department. This approach helps conserve public budget funds that would otherwise be spent on land acquisition.


The procedure for requesting the use of state property is as follows:

  1. Ministries, bureaus, departments, local administrative organizations, state agencies, or other state organizations that wish to use state property must submit a request as follows:For state property in Bangkok, notify and reach an agreement with the Treasury Department.For state property in other provinces, submit the request to the provincial governor. Once approval is granted, reach an agreement with the Treasury Department.
  2. The Treasury Department will consider and authorize the use of state property for government purposes as necessary and appropriate within 30 days from the date of receipt of the request. This period may be extended if justified, but not exceeding 90 days. If issues arise during the review, the State Property Committee will make a final decision.
  3. If the requested state property is already occupied or in use by another government agency, an agreement must be reached with the occupying agency, and the request must include a written consent from that agency.
  4. When constructing a building on state property, the responsible agency must notify the Treasury Department or the relevant regional office of the Treasury Department, using the forms prescribed by the Treasury Department, within 30 days from the completion date of construction, in order to register the building as state property.
